JRAとは
そもそも『JRA』ってどんな団体なのか？

JRAは、日本中央競馬会を英語表記した「Japan Racing Association」の頭文字を取ったものです。
競馬の歴史
競馬は日本で古くから行われており、明治時代以降、国内外で人気を集めてきました。
1923年、競馬に関する法律「競馬法」が定められて以降、観衆の娯楽として身近な存在になりました。
さらに、1948年には「新競馬法」が制定され、それまでは全国各地の競馬主催団体が運営をしていましたが、日本競馬会に統一されます。
1954年に新競馬法が改正され、農林水産省監督下で運営される特殊法人としてJRAが設立されます。
JRAは競馬の公正な運営と振興を目的として現在も尚、活動しています。
JRAの活動
では次に、具体的にJRAがどのような活動をしているのか紹介します。
JRAの最大の業務は、当然ながら中央競馬を開催することです。
具体的な業務内容としては、
・中央競馬の運営、開催
・競走馬の養成
・騎手や調教師の養成
・開催するレースや中央競馬の周知
・関係施設の管理
上記5つです。

中央競馬の運営、開催
中央競馬は土日を中心に開催される中央競馬場でレースを開催しています。
馬券の発売や払い戻しによる売上と支出の管理を行なっています。
JRAで販売している馬券の種類は全部で9種類です。
また、各競馬場には飲食店や売店も設置されており、レース観戦とともに食事やお土産の購入も楽しむことができます。
JRAが運営している競馬場の数は全国に10ヶ所存在します。

競走馬の養成
競走馬を養成するのもJRAの大事な業務の1つです。
購入した仔馬をJRAが所有する育成牧場でトレーニングさせ、競走馬として活躍できるよう養成しています。
十分なトレーニングを積んだのち、デビュー前の状態で馬主に売却します。
デビュー前に売却するため、JRAが所有したままレースデビューをすることはありません。
騎手や調教師の養成
競走馬の養成があれば、騎手や調教師の養成も必要になってきますね。
JRAが管理する競馬学校は千葉県白井市にあり、競馬学校では中央競馬のほとんどの騎手を育成しています。
入学した学生たちは競馬学校で3年間の学校生活を過ごし、騎手免許試験に合格すると、JRAから免許が交付されます。
また、JRAが実施する試験に合格することで調教師免許の取得も可能となっています。
開催するレースや中央競馬の周知
レースの告知や周知もJRAの平常業務には欠かせない業務の1つです。

また、JRAの子会社である「中央競馬ピーアールセンター」は、競馬総合月刊誌「優駿」を発刊し、競馬の魅力を伝えています。

・1勝クラス

関係施設の管理
JRAは全国各地にある関係施設の管理も行っています。
主な関係施設としては、場外勝馬投票券発売所（場外馬券場）、茨城県美浦村と滋賀県栗東市にある現役競走馬用のトレーニングセンター、北海道と宮崎県にあるデビュー前の仔馬のトレーニング用の日高育成牧場、宮崎牧場などの関係施設を管理しています。
その他
JRAは社会貢献活動の一環として、馬主の団体である「日本馬主協会連合会」の運営費を負担しています。
国庫に納入した納入金は畜産の発展や社会福祉などに役立っています。
また、JRAは競馬だけでなく、様々なエンターテイメントイベントを開催しています。
時には特別なイベントが開催されることもあり、家族や友人と一緒に楽しむことができます。
コンサートや音楽イベントも定期的に開催しており、競馬場内で有名なアーティストやバンドがライブパフォーマンスを行うこともあります。
